UPDATE FROM CORPORATE DISASTER RESOURCE NETWORK (CDRN)
A sudden tornado-like storm in the dead of night that lasted for hardly 20 minutes has left behind a trail of death and destruction in the North Bengal and adjoining districts of Bihar. The wind speeds were in the region of 100 to 120 kilometers per hour. Houses came crumbling down and tree trunks snapped like match sticks. The suddenness and severity of the tornado like storm took everyone by surprise and relief work has begun on a war footing.

Join the Relief Effort for Assam Floods and Cyclone Aila
Update from CDRN
CDRN is a web-based humanitarian relief management system that has received 138 needs on its network from various relief agencies working in disaster affected areas. CDRN has 610 suppliers and donors, 144 relief agencies, and 27 federations as users on board.
CDRN responded to the Assam flood relief operations by distributing 32,000 water purifying tablets donated by Aquatabs. Following the success of this donation in catering to the drinking water needs of the flood victims, Indo-Global Social Service Society (IGSSS) has placed an order for 100,000 tablets with Aquatabs.

Rainfall/Flood Situation in India, Report by Ministry of Home Affairs, India, on 23rd July '09:The report provides an analysis of the current flood/rainfall situation across the country. It highlights that major states such as Orissa, Kerala, Gujarat, Karnataka, Assam, and West Bengal are facing a severe flood situation. NDMA have deployed 21coys of the National Disaster Response Force (NDRF) in the districts of Assam, Bihar, Gujarat, Kerala, Maharashtra and West Bengal for rescue and relief operations. Read more…

No flood in state
Due to very less amount of rainfall received in last 24 hours across the state in average, improved the situation in state allying quite less fears of floods.
The western part of the state received widespread rain on Wednesday, but that is not enough to cause flood like situation. There was some speculation of medium level flooding in Mahanadi river system as Hirakud Dam Authority on Wednesday evening opened 30 sluice gates to discharge the surplus water. Yesterday, the reservoir crossed 621 feet of water level as against its danger mark of 630 feet after receiving water from Chhatisgarh region in upper catchments areas, which received a rainfall of 55 mm in last 24 hours.
But, there is almost no chance of water level cross the danger mark in Naraj and Munduli as it is flowing well below the danger level.
Water level receded in major rivers
As the rain stopped in the state, the water level in the major rivers has receded drastically. Even, there was a no moon day on Wednesday; prediction of high tide might prevent water release in sea, which is not happened.
Situation improved in districts
Situation improved in the areas, which are badly water logged and marooned in Ganjam, Nayagarh and Cuttack, because of flash flood and breaches in tributary canals locally. The three districts have received no rainfall in last 24 hours and water receded considerably from the area.
Receding water raises fear of diseases
Ganjam
Drinking water crisis: As many as 123 villages in Bhanjanagar, Belaghunta and Jagannath Prasad blocks are facing acute shortage of drinking water. District administration has started distributing water pouches through RWS&S Dept.
Heath crisis: Around 20 villages are affected with diarrhoea at Angargaon area and 10 people are suffering from other water borne diseases due to lack of proper drinking water. However, the district health officials have taken precautionary measures by deploying 3 medical teams in vulnerable areas and trying to prevent the outbreak. While contacted, Mr. Ratnakar Behera, CDMO informed that heath workers have advised people to drink only boiled water.
Koraput
The torrential rain has triggered fear of malaria in 16 GPs under Dasmantpur block. Meanwhile one died and several people admitted in the nearby PHCs and CHCs, district sources confirmed. The health scenario may become grave if the cut off road communication in the block is not restored at the earliest, as the block headquarter has remained cut off from Koraput town due to the Khajuriguda bridge and approach roads to Padisil bridge have been washed away by the flash flood recently.
Khurda
As many as 50 people have been admitted in the district headquarter hospital suffering from diarrhoea in last 24 hours. Situation in Benupr village under Balianta block is also worsening as more than 20 people are suffering from diarrhoea and admitted in the local CHC.
Cuttack
About 10 people are suffering from diarrhoea in Ward No. 53 under Cuttack Minicipal Corporation and admitted in the SCB Medical College & Hospital. The CMC authority rushed a medical team to the area for distributing medicine and ORS pouches.

Inter Agency Group (IAG) Orissa Initiatives
The Chairperson has called for an emergency meeting of the member organizations on 27th July to take a stock of the situation and discuss about the collective preparedness level of IAG Orissa.
IAG Orissa Secretariat is also planning to have a meeting with the Officials from OSDMA, SRC Office and the Revenue & Disaster Management Dept., Govt. of Orissa to share about the overall preparedness in the state keeping view in this monsoon season shortly.
Meanwhile member organization the Indian red Cross Society, Orissa State Branch has started distributing relief materials among the affected population in Bhanjanagar, Ganjam and Narsingpur, Cuttack with the support from concerned District Red Cross Branches and Block Administrations.
IAG Orissa Secretariat is keeping close eye on the situation through consistent contacts with the State Revenue Control Room, OSDMA, SRC Office, Chief Engineers of RWS&S and SWSM, District Administrations, Hirakud Dam Authority, local Media Houses and with its member organizations. Others member organizations are keeping close watch on the situation and have alerted their implementing partners in districts.
The IAG Orissa Secretariat is also developing Sitreps and sharing the same with members, State Govt., lead NGOs, NDMA, Sphere India, Media Houses and others relevant. Meanwhile 12 Sitreps and 2 Severe Weather Warnings have been shared, which updated the latest situation in the state.

Situation Report
No flood in state
Due to very less amount of rainfall received in last 24 hours across the state in average, improved the situation in state allying quite less fears of floods.
The western part of the state received widespread rain on Wednesday, but that is not enough to cause flood like situation. Update from CDRN
CDRN a web based humanitarian relief management system that has received 120 needs from various relief agencies working in the disaster affected areas. CDRN has 675 suppliers and donors as users, 155 relief agencies and 27 federations, like FIMI, AIFPA, APEDA, IDMA,FIEO, AIDC to name some.
CDRN responded to the Assam flood relief operation by distributing 16,000 water purifying tablets donated by Aquatabs. Indo-Global Social Service Society (IGSSS) has further placed an order for 100,000 tablets with Aquatabs.

CDRN responds to Assam Flood affected with clean drinking water
CDRN responds to the Assam Floods.
The breach in the North Lakhimpur district has affected more 86 villages with a population of more than 98,600. The objective of Corporate Disaster Resource Network's (CDRN) visit to Guwahati was to assess the needs of the various organizations working in the affected region and to bring information to corporate users on the flood situation in Assam so that the needs can be addressed with supplies and donations.
Aquatabs donated 16000 water purifying tablets for the Flood Relief operation in Assam through CDRN to Indo Global Social Service Society (IGSSS)and NEDSF. IGSSS is distributing these tablets in the affected Gram Panchayats of Matmora, Dangdhara, Kherkata and Dimoguri. CDRN trained the organizations on the usage of the tablets after adequate training from Aqatabs. According to Vijay Malik from Aquatabs, “We would like to ensure that people get safe drinking water and their problems should not aggravate. We would like to reach out to more and more people.”
The donation of 16,000 tablets can purify 320,000 litres of water and according to estimates based on the rapid analysis of the affected population by the IGSSS volunteers, each family needs 10 litres of drinking water everyday and the tablets will be sufficient for providing 3 days of drinking water supply to approximately 10,600 families. Each of these tablets can purify 20 litres of water and can be used in any type of container. These tablets also have a longer shelf-life of 5 years. IGSSS has further placed an order for 100,000 more Aquatab tablets.

CDRN trained the organizations on the usage of the tablets after adequate training from Aqatabs. According to Vijay Malik from Aquatabs, “We would like to ensure that people get safe drinking water and their problems should not aggravate. We would like to reach out to more and more people.”

blog ## for search indexer, do not remove -->NEW DELHI - In India as elsewhere, the challenge of getting aid to disaster survivors often boils down to supply and demand.
Relief workers identify specific needs - tents, say, or generators. They then have to scrabble around for suppliers, negotiate prices and figure out how to get the goods where they're needed in time to make a difference.
Until recently, the process has often been ad hoc and slow. But now an online matchmaking service promises to link aid groups with local firms best placed to deliver the goods quickly and cheaply.
"It's about providing the right aid to the right people in the right time," Kuldip Nar, managing director of the Corporate Disaster Network (CDRN) initiative, told AlertNet.
"This will mean relief will reach affected populations quicker as time will be saved by aid agencies that have to look for such items locally or overseas and these items will be made available at discounted prices."
India is considered one of the most disaster-prone countries in the world, vulnerable to all kinds of natural hazards including droughts, floods, earthquakes and cyclones.
The scale and intensity of such disasters often take a heavy toll on communities, leaving them dependent on the government and humanitarian agencies for their most basic needs.
CDRN allows government officials and aid workers to feed in real-time information on the most pressing requirements. Then companies working in fields ranging from telecommunications and transport to healthcare and food can tap into the system and respond.
The network, which is supported by India's National Disaster Management Authority and a civil society group called CSO Partners, also lets firms make cash donations and supply skilled volunteers during emergencies.
International organisations such as Global Hand and Global Impact have long acted as brokers between the private sector and humanitarian groups, but CDRN bills itself as the first of its kind in the developing world.
According to Nar, its chief point of difference is that it lets relief workers source all their materials locally, saving time and money and helping boost the national economy.
He said there were plans to set up a similar initiative in Afghanistan and possibly in other countries in Asia.
Udyama, a local aid agency based in the disaster-prone eastern Indian state of Orissa, registered on CDRN earlier this year.
"We have managed to source 20,000 tarpaulin sheets and 20,000 tents through the CDRN," said Pradeep Mahapatra, team leader at Udyama, which focuses on building sustainable rural livelihoods as well as providing post-disaster relief.
"Normally we have to go to individual donors, which takes time and does not always yield results, but the CDRN is easier as you just feed in what you need and then you get an email telling you someone can help."
Since it was launched in November, 600 companies and business federations and 146 non-governmental organisations have registered on the site.
Companies include Britannia, a maker of biscuits and cereals; Eureka Forbes, a supplier of water purifiers; J.K. Generator, which produces power back-up systems; and B.D. Industries, which makes plastic products such as food containers.
Registered aid agencies include British relief agency ActionAid and environmental group WWF, as well as small, local organisations that often lack the contacts to source relief materials on their own.
Nar said interest in the network was growing as companies sought to boost their corporate social responsibility credentials and tap into new markets for their products.

Corporate Disaster Resource Network (CDRN) is a web based Humanitarian Relief management system that helps Relief, Response agencies and Government to access and feed in real time information on products and services required and offered for emergency humanitarian relief. The Corporate Disaster Response Network, (CDRN) has been launched under the Auspices of the Corporate Task Force of the National Disaster Management Authority, (NDMA) and is an initiative of CSO Partners and Aidmatrix.

Orissa State Launch of the Corporate Disaster Resource Network (CDRN)
Corporate Disaster Resource Network (CDRN), launched under the Auspices of the Corporate Task Force, National Disaster Management Authorit (NDMA), and an initiative of CSO Partners and Aidmatrix, held its Orissa State launch on 29thApril, 2009 in Orissa, India. The objective of the launch was to address the need for an information sharing mechanism to match needs in order to provide and supply Right Aid to Right people at the Right Time.
This interaction encouraged and empathized on the role of CDRN as a crucial link between the government, relief agencies and corporates for times of Disaster. Further this saw the participation of representatives from various Private companies and Non- Governmental Organization.
The focal point of discussion was that there is a need for an efficient system that provides right information to minimize loss and aftermath of disasters. Some of the key issues highlighted were :
Governor Scott MaCallum-, CEO Aidmatrix- began his speech by mentioning that Aidmatrix is a Non- profit technology organization making it easier to get the right products, right volunteers or cash where it is needed for disasters. Through these technologies needs can be shared with business and private sector. He further mentioned that government, private sector and relief agencies alone cannot provide help in the time of disaster but communities working together are best able to provide the required response. He mentioned that the community involvement is the best resilience for a disaster.
He thanked NDMA and OSDMA for having a great foresight and serving as an example for the rest of the world as how they are empowering the local communities. He mentioned that OSDMA has taken in the past aswell the leadership position and understands the modern tools for Disaster Management. It is not longer one agency, one business or one person that can provide relief but it requires collaboration of private sector working with government, working with relief agencies and with communities to be able to provide Right Aid to Right People. He also mentioned that Aidmatrix as a system used in thewhole of US and 64 countries in different forms but what is done in India is unique by collaborating with private sector. This collaboration will serve as a model which will be adopted by other countries.

Sundaray, MD Orissa State Disaster Management, highlighted the evolution and role of Orissa State Disaster Authority (OSDMA) and highlighted that Orissa State Disaster Authority is one of the first authority of its kind in Asia and their unique selling point is the speed at which they are able to move and provide relief. Orissa is a leading state which can uniquely respond for Night Time Disaster response, which helps to start the relief process immediately and move the affected and injured people to hospitals which is required by the community at the time of disasters.
He further mentioned that Orissa Disaster Management Authority is self sufficient in Disaster Management, however there are certain things that need to be worked on:
Firstly, to organise network of Ambulances so that affected people can be moved to hospitals immediately.
Secondly, the need to develop Media and communication Managements Skills so that we are able to share experiences both with National and International Media. This suffering and learnings from their experiences can be highlighted.
He concluded by saying that he was certain that more and more industrial houses will come up as they have the all the equipment, products and expertise etc.
Prof Radhamohan, Ex RTI Commissioner, mentioned that disaster can take many forms like floods, earthquake, cyclone, super cyclone for which there is a lack of preparation. He added that corporate world have a very important role to play, since market economy is changing, money is concentrated more and more in the hands of the corporates. Thus they have a social responsibility to reduce the consequences and impact of disasters like drought, floods etc. He further mentioned that it is great that NDMA and Aidmatrix and CSO Partners have come together to mitigate the impact of disaster. He maintained that corporates have a much bigger and larger role to play in order to reduce the impact and consequences of disaster.
Dr Bhagban Prakash, highlighted that there is a diverse and very wide difference in the allocation of resources by corporate sector in different parts of the world. The kind of resources that were used in Katrina compared to the ones which came to Kosi are very different.
He highlighted that total cost of damage in 1950s was around 90 million dollars and today the total cost of damage is around three hundred billion dollars. In 1950s there were around fifty disasters in a year, whereas in year 2001- 07 we had seven hundred disasters both big and small. He also added that Corporate Disaster Resource Network, CDRN should take a decision on how much we should spend on knowledge creation, resource development management and on research. He highlighted that in India as well as world expenditure on research is extremely low and without a knowledge management and technological innovation system we will not be able to face disasters in our country.
He mentioned that 2 % of our GDP is spent in cost of disaster support, both manmade and natural, however we need to decide how much out of this should be spent in disaster prevention. This is one area which can be taken up by Corporate Disaster Resource Network (CDRN).
He invited corporate involvement in disaster management as it makes good economical sense for them aswell, since the economy in areas where industries and corporates are located become fragile if people migrate or are dislocated. So getting involve in such activity makes good economical sense for the private sector. He asked corporates to consider it as a profit exercise because if area is economically, socially, environmentally stable it will inturm help them.
Mr Jyoti Kumar Sinha, Honourable Member, National Disaster Management Authority, Chaired the Session and highlighted that it is crucial for corporates in getting involved in disaster management and response, its like a business continuity activity for them. He mentioned that Orissa is a pioneer in disaster response and management in India. They have very practical approach and are getting better and better every year. Disaster response and management involves number of activities from preparedness to mitigation to rehabilitation and the most important activity in disaster management is getting Right things to Right people at the Right time. This is one the major and core concept behind Corporate Disaster Resource Network ( CDRN).
He also highlighted that information is vital and useful as it brings direction and power to people and CDRN helps in delivering the right information thus enabling government, civil society to response better before, during and after the disaster.
He cited examples to show how lack of information can delay the relief process, like the recent Kosi floods where there was a need for water purification plants and these plants had to be operated on electricity which was not available in most districts; thus the lack of information created confusion and delayed the relief process. Mr. Sinha laid emphasis on how we need a mechanism in place which provides information which is just a click away with all necessary details regarding pricing, specifications etc.
He mentioned that government has started India Disaster Resource Network which has all the information regarding all the resources, products, services needed at the time of disaster which could be accessed by the states. Thus NDMA decided if we could create a similar database in the corporate world in the public domain this would be very useful for the time of disasters. He requested the businesses and other stakeholders to join hands with CDRN to deliver a better response in the time of need.
Concluding Mr Sinha, mentioned that CDRN is a network not owned by anybody but each individual and companies have an important role to play. It is not a governmental plan but a plan that belongs to corporates and relief agencies and will be run by the users. It is a product for the users and that's the spirit behind it. It is a great platform and corporates have to think of the means to run it.

He mentioned that government has started India Disaster Resource Network which has all the information regarding all the resources, products, services needed at the time of disaster which could be accessed by the states. Thus NDMA decided if we could create a similar database in the corporate world in the public domain this would be very useful for the time of disasters. He requested the businesses and other stakeholders to join hands with CDRN to deliver a better response in the time of need.

Orissa State Launch of the Corporate Disaster Resource Network (CDRN)
Corporate Disaster Resource Network (CDRN), launched under the Auspices of the Corporate Task Force, National Disaster Management Authorit (NDMA), and an initiative of CSO Partners and Aidmatrix, held its Orissa State launch on 29thApril, 2009 in Orissa, India. The objective of the launch was to address the need for an information sharing mechanism to match needs in order to provide and supply Right Aid to Right people at the Right Time.
This interaction encouraged and empathized on the role of CDRN as a crucial link between the government, relief agencies and corporates for times of Disaster. Further this saw the participation of representatives from various Private companies and Non- Governmental Organization.
The focal point of discussion was that there is a need for an efficient system that provides right information to minimize loss and aftermath of disasters. Some of the key issues highlighted were :
Governor Scott MaCallum-, CEO Aidmatrix- began his speech by mentioning that Aidmatrix is a Non- profit technology organization making it easier to get the right products, right volunteers or cash where it is needed for disasters. Through these technologies needs can be shared with business and private sector. He further mentioned that government, private sector and relief agencies alone cannot provide help in the time of disaster but communities working together are best able to provide the required response. He mentioned that the community involvement is the best resilience for a disaster.
He thanked NDMA and OSDMA for having a great foresight and serving as an example for the rest of the world as how they are empowering the local communities. He mentioned that OSDMA has taken in the past aswell the leadership position and understands the modern tools for Disaster Management. It is not longer one agency, one business or one person that can provide relief but it requires collaboration of private sector working with government, working with relief agencies and with communities to be able to provide Right Aid to Right People. He also mentioned that Aidmatrix as a system used in thewhole of US and 64 countries in different forms but what is done in India is unique by collaborating with private sector. This collaboration will serve as a model which will be adopted by other countries.

India is vulnerable to disasters be it floods, storms, droughts, cyclones, earthquakes, snowfall or avalanches. The scale and intensity of disasters has and is increasing over the years. The present lack of an organized information system for disaster response to match needs at District, State, and National levels with an integration of Corporates, Government and Relief agencies is required.
